Arnold has the ability to copy memories from someones mind. In each case he is copying the neural network which makes up the memory, potentially deleting some of his own memory in the process.
Mind-walking.
In order to sift through the memories Arnold has to enter what he likes to call "The Minds eye" where the easiest accessible memories are on the top layer and you have to work to get further to repressed/older memories. So finding out a person's name is easiest but finding out if they have been abused is much harder. Think Psychonauts.
LIMITATIONS:
It's much harder to access a person with a mental power memories.
There is a limit to how many memories can be copied at once.
In order to copy memories Arnold has to make physical contact with the person.
It can take some time to copy memories across but this mainly depends on the memory itself. So a easy memory might might a few seconds but something repressed could take hours or days.
Even if the person doesn't mental powers they can try to kick Arnold out of their mind.
SIDE-EFFECTS:
Headaches.
Memory Loss as he trades copied memories for existing ones.
Can't tell what memories are his and what are other peoples.

Here she was. The one girl that he could never forget. Smile widened as they set off into town, hands held tightly together. He let her do most of the talking, providing quips here and there. There was something calming about just holding her hand and having all those memories. All of them were crisp and clear. The first time they met. Their first kiss. He remembered it all
Hands shake. Head pounds. There's blood but he feels no pain. Eyes do not recognize the figure in the mirror. Who is this man? He turns to look at the woman "Is that me?" She says nothing. He takes a step forward "Is that me?!" It can't be. I can't be that man with graying hair and sunken eyes. Just moments ago I was...who was I?
