This is the ability to perceive, manipulate and emit electromagnetic waves, specifically the lower end of the EM band where you'd find radio and tv signals, citizen's band and wi-fi and such. The scope of this ability could one day extend into the domain of microwaves and beyond, further up the EM band, but for now it's not.
What can you actually do with that? What, you mean beyond mentally updating your Facebook status while sitting in class? A lot, most of which has to do with manipulating modern day communications in some way. Scramble signals, receive them in your head or even create your own. Make free calls from inside your head. Stream shit directly into your optic nerve. Forego having to use a clunky UI when surfing the web!
Or go darkside and hack into people's phones and eavesdrop on their calls. Not that anyone would ever do that, oh no sir. Nu-uh. Not ever. Ne-ver!
LIMITATIONS:
Savannah Morse is technically capable of creating visible signals (images or video) from scratch but at this point they do nothing more than fill their frequency with static and maybe scramble another signal on the same one. Audio signals are possible but require so much effort they preclude her from such simple things as walking or chewing gum.
However, she is very adept at taking a signal from one source and transmitting it to a nominally incompatible receiver. She could stream from her phone to an old black and white tv by essentially converting the signal. Creating visible images from scratch is something she dearly wants to master however. She'd love to one day be able to create flighty masterpieces she could just beam onto people's tv's to be there and then gone. Today is not that day and tomorrow looks no better.
The range at which Morse can project waves decreases strongly with the complexity of the signal. Digitally encrypted signals like wi-fi or cell phones use are tough to make heads or tails of if they're further than the next room or the end of the hallway. Analog radio and tv are much simpler but her range is far from that of a radio tower. She could maybe cover a small town in radio signals.
Reception is easier because few devices use tight beam communications. If a singal passes through the area she's in, only the strength of the original signal decides whether she can pick it up or not.
SIDE-EFFECTS:
Perception is reality and enhanced perception is enhanced reality and if you can't tune out talk radio in your head or the hushed phone calls the girl next door makes to her dealer because not feeling all those waves around you out is harder than drawing them in then reality sucks. It's the same problem telepaths often face, but outside of a bunker it's almost impossible for her to get away from all the signals in the world. For this reason, Morse must sleep inside a Faraday's Cage set around her bed.

MISC: Her Name is Morse. As great as her parents may be she won't respond to the stripper Name they saddled her with unless under duress.
She owns a Gibson Midtown bass guitar she apparently lugs everywhere. It's usually kept in a case strapped across her shoulder with the neck down though in the summer she'll forego the case. She's not actually very good at playing it and doesn't even own an amp to go with it.
PERSONALITY: Name something and Morse will have an opinion on it. In fact she'll probably be against it and have a way to do it better instead. Not just fracking and GM crops but anything right to the design of a mousetrap if need be. Most of the time, however, it's culture, politics and mutant issues. Yes, there are mutant issues. Lots of them. Just ask her, she'll tell you all about it.
There may be a more sedate, kinder person underneath all of that but her ideals and causes burn as bright and as hot as phosphorous and blind out everything else. It's a beacon that draws people in then eats them up when they flutter too close. She might notice if she wasn't too busy tweeting about how fossil fuels may actually be worse than nuclear energy in the long run.
Ironically enough, what's actually left of the girl once you remove those causes is actually pretty shallow. She likes her clothes and makeup and likes combining them for a variety of looks from punk chic to retro new romantic, occasionally cosmetically crossing gender lines or veering into androgyny in the process. It's all just a game as far as she knows but then she doesn't actually know.
And she likes her music and to party (because nobody in the entire school can look as stylishly alone in a crowd and fashionably disaffected as her she's sure) and to sneak beers and cigarettes and feel wicked and mature as she listens to the Misfits or Beethoven or Steeleye Span on vynil and feels a magic all the digital information at her fingertips can't recreate. And then New Model Army and when 'Better Than Them' comes on she probably misses the irony of the words.With our hunger and our hatred, we all walk this town

SECRET(S): A ton, but none of them are of any importance, really. Thanks to her powers she picks up a lot of Information she neither should know nor would she care to if given the choice. She did hack into that one guy's phone and replaced the Pictures of the drunk Girl on it with gay porn but he had it coming. She might also have been responsible for 'American Idiot' blaring out of the PA System rather loudly while studying the election results.Well maybe I'm the faggot America

Oh, and the one thing she'd never ever admit to is the fact that she's never been in any Kind of romantic relationship. Though occasionally she wonders if she's missing anything.♦ THE HISTORY ♦
There isn't a lot to say here, really. Morse doesn't have a dark past, no horrible tragedy, even her parents are long-sufferingly understanding. She just came out the way she is in spite of it all.
Born and raised in a Chicago suburb, the girl's childhood was unremarkable. She went through tomboyish phases but she also had barbies. She was always artsy without displaying any particular talents and thus moved from drawing to singing to poetry and so on. And she'd been born with a burning curiosity for all kinds of things. She ate up trivia as readily as the news, spending hours sucked into the vortex of Wikipedia where each topic lead to another and another and she ate it all up.
The topics that spoke to her the most were of course the ones that touched upon her life. Social trends and politics and the stuff going on with the planet she happened to live on. So she continued to read into those and smarten herself up on what was actually going on.
During a particular long and arduous piece of research on animal keeping and the meat and dairy industries Morse felt her conscious being sucked into her computer, only that wasn't actually happening. Rather, her mind was tapping into the machine via wi-fi but the girl didn't really understand that at the time. Not only was the day of her manifestation the day she became a vegan, it was the beginning of a great many things.
Without much control of her newfound abilities, Morse guzzled up all the information she could and then some and then some more, faster than she could have reading it on a screen. Ultimately, the stress of it caused her mind to shut down to protect itself from overload, leaving her unconscious.
When the recruiters caught up with her she was still in the hospital, recovering from the shock to her system but in good spirits. After all she had radio and tv and the local wireless network at her disposal and learned more and more at an alarming rate. While her worried parents gladly signed her over to the school she was all too busy radicalizing herself with all the information at her disposal and the ability to quickly fact check and cross-reference whatever she found to at least approximate the subjective truth of any matter.
And yet she's almost been a ghost at Bellefonte for these past two years. Rarely seeking out human contact and adopting and shedding styles, personalities even, like snakeskin the steadiest thing about her has been her Twitter account where she shouts out her thoughts and beliefs 140 characters at a time. There are people who are actually in contact with her online not realizing that she's that girl they pass in the hall each day in part because they might not realize it's the same girl... or even a girl at all some days.♦ THE PLAYER ♦
