Let's start by making something quite clear: every mutant gets recruited within two/tree weeks. There is almost no working around this. The recruiters have several people with tracking powers and mutant detection powers, along with suppressors and others that are just plain useful for the job. On top of that, they get several years of schooling and training before they're sent out to find you. So except in very rare (read: staff permission) cases, you're going to get recruited.
As for the process itself:
They send two recruiters, usually with complementary powers and personalities that will work for the situation.
The recruiters will contact the parents, often ahead of time, to arrange the meeting.
Occasionally social workers or the like will be involved (assuming a recruiter isn't one themself).
The recruiters will explain the situation and give the family time to get ready. Some more cooperative families can even bring their child to the school (many families move to Kalispell to support their children, and the town is aware of this and often helps).
If the parents resist, recruiters start with persuasion. They then escalate to legal action. Recruiters do not use raw force against parents.
If the students resist, recruiters, again, start with persuasion. Force isn't generally necessary, as this means the parent is cooperative, but it is a last resort, if the resistance is strong.

The following are simply some Recruiter NPCs we've put together so you can use them for your recruiting if you wish. They are not required, and you can feel free to make one of your own.
Mack; male; 30s; Innate Power Resistance; Bellefonte trained and raised;
Mack is a bit sarcastic and sardonic. However, he often understands students and will almost always side with them, sometimes against parents and his partner. Frequently partnered with Daphne.
Daphne; female; late 20s; Omni-linguis; Bellefonte trained and raised;
Daphne is very by-the-book, but is usually a little sweet and understanding about it. She always resorts to protocol first and will always persuade before taking physical action. Because of her ability, she and Mack are often sent to those who have English as a second language. Frequently partnered with Mack.
Sven; male; late 30s; Size Change & Density Manipulation - Self; Bellefonte raised, military background;
Sven is an asshole. If he's going in, it's usually because a heavy is required to "put down" an overeager student or because the student is considered dangerous. His training and ability make him far more skilled than most he goes out to recruit. Frequently paired with Elliot.
Elliot; male; late 40s; Calming Touch; Canadian raised and trained
Elliot is a bit old-school, but generally polite and well mannered. He will often joke that he helped write the book. He will use his power, often to intercept his partner. Frequently paired with Sven.
Mikah; non-binary; early 20s; Power Detection; Bellefonte raised and trained
Mikah is often used to find mutants, particularly those close to Kalispell or major metropolis areas. They are also often used to find students that may have confidence or identity issues. They are incredibly understanding and often known for taking their time recruiting. Frequently paired with Jessica.
Jessica; female; early 30s; Tracking; Bellefonte raised and trained
Jessica takes her job very seriously and often doesn't have much patience for students that would resist training. she often emphatically insists that the school is the best option and resorts to forceful persuasion. Frequently paired with Mikah.
Dr. Philomena; female; early 40s; Soothing Voice; Bellefonte raised, doctor of child care
Philomena (affectionately called "Dr. Phil") is the social worker/counselor who most frequently works with trainers. She's soft-spoken and well mannered, with a good deal of experience dealing with manifestation. She's usually sent along with a pair of recruiters for special cases.
